General — What Is Attestation?
Document attestation is the official process of verifying that a certificate or document is genuine, so it can be legally used in the UAE. Since UAE authorities cannot independently verify an Indian document, it must pass through a defined chain of government stamps — State/HRD, MEA, UAE Embassy, and finally MOFA in the UAE — before it is accepted.
Apostille and attestation both serve to certify the authenticity of a document; however, they use vastly different systems to do so. An Apostille is a one-step certificate mainly used between two countries that are both members of the Hague Apostille Convention. Since India has been a member of the Hague Convention since 2005. Apostille has no acceptance in UAE (as UAE is not a member of the Hague Convention), hence it is mandatory that you do it through attestation only which goes via MEA, UAE Embassy, and MOFA.
Personal documents (birth, marriage, death, PCC), educational documents (degree, diploma, marksheets), and commercial documents (MOA, AOA, board resolutions, invoices) issued in India all need attestation before they’re accepted by UAE employers, universities, banks, or government departments. No — they’re two separate steps in the same chain. UAE Embassy attestation happens in India (New Delhi) and legalises the document for UAE use. MOFA (Ministry of Foreign Affairs) attestation is the final step, done inside the UAE after the document arrives, and is what most employers and government departments actually check for. Process & Steps
For personal and educational documents: Notary (if needed) → State HRD/Home Department → MEA, New Delhi → UAE Embassy, New Delhi → MOFA (in UAE). For commercial documents, a Chamber of Commerce step replaces or precedes the state-level step. Home Department (personal documents) and HRD (educational documents) attestation is the state-level verification that happens before MEA. Crucially, it must be done in the state where the document was issued — not where you currently live. A Kerala-issued degree needs Kerala HRD attestation even if you now live in Mumbai. It depends on the document. Personal documents issued by a local authority (like a police-station PCC) usually need Notary and SDM attestation first. Documents issued directly by a state/central government body (like a Passport Office PCC) can skip straight to MEA. We confirm the exact route for your specific document free of charge.
Timelines
Standard service takes 7–10 working days, Express 4–6 days, and Super Express 2–3 days for the full India-side process. MOFA attestation in UAE typically adds 2–5 working days on top. Delhi-based applicants are usually 1–2 days faster since both MEA and the UAE Embassy are located there.
The most common causes: state HRD backlogs during peak season (typically August–November, when graduation and job-move volumes spike), a document that needed a duplicate/fresh copy due to lamination or old formatting, or a name mismatch that had to be resolved before MEA would proceed. Documents & Rejections
Typically: the original certificate, passport copy (all pages), a passport-size photo, and an authorisation letter (we provide the template). Exact requirements vary by document type and whether you’re applying from India or already in the UAE — we confirm your specific list free within 30 minutes.
The most common causes: a name mismatch between the certificate and passport, a laminated original (UAE rejects laminated certificates outright — a fresh unlaminated copy is needed), HRD attestation done in the wrong state, an old-format certificate no longer recognised, or a document submitted out of sequence. We check for all of these before submission.
No. UAE authorities reject laminated originals outright. If your certificate is laminated, you’ll need a fresh, unlaminated duplicate from the issuing institution before attestation can begin.
This is one of the most common rejection reasons. A name mismatch (different spelling, missing or extra middle name) typically needs to be resolved with an affidavit or gazette notification before MEA will proceed — we identify this early and guide you through the fix rather than let it surface as a rejection later.

Yes. Courier your original document to our India office along with a notarised Power of Attorney authorising our team to process it. We handle MEA and UAE Embassy attestation in India and courier the attested document back to your UAE address; MOFA is then completed locally by our UAE partners.
The Power of Attorney itself needs to be notarised and, in most cases, attested at the Indian Consulate in the UAE before it’s valid for use by our India team.
